A man accused of helping to steal an antenna from U.S. Navy property in Barrigada, Guam, and sell it for scrap has signed a plea agreement, according to documents filed yesterday in the U.S. District Court of Guam.

Franklin J. Gogo, 44, agreed to plead guilty to conspiracy to commit theft of government property, which carries a maximum penalty of five years in prison and a $250,000 fine.

He agreed to testify in the case, and federal prosecutors agreed to ask the court for a lesser sentence for accepting responsibility. They also agreed to drop theft and trespassing charges.

Gogo, Dino D.J. Grajo, Jessie J.C. Reyes and Jessie T. Quichocho were arrested on suspicion of theft of government property, conspiracy to commit theft and trespassing.

A fifth defendant in the case, Junior Cruz Reyes, in July agreed to plead guilty to theft of government property and is scheduled to be sentenced next month.

According to Gogo's plea agreement, Gogo and four associates in October or November 2012 agreed to steal government property. His associates entered Navy property in Radio Barrigada, on Nov. 7, where they found an aluminum antenna lying on the ground, the agreement states.

They removed bolts, broke down the antenna, and carried it away in duffel bags, where Gogo met them with his van, the agreement states.

They sold the antenna at a Harmon recycling facility, and each received money from the sale, the agreement states.

The $51,400 antenna couldn't be recovered, the agreement states, and Gogo also agreed to help pay restitution to the Navy.
