The Pentagon and State Department will make it easier for military spouses to take federal civilian jobs overseas following a permanent change of station.
Among those Americans held by foreign governments is Trevor Reed, a Marine veteran who was sentenced in Russia to nine years on charges he assaulted a police officer.
The administration said it would return $2 billion taken from the Pentagon and use it for the construction projects for which the money was originally intended.
